Rotation averaged extinction cross section.

The average is calculated as

\[\langle \sigma_\mathrm{ext} \rangle = 2 \pi \sum_{lm} \frac{\Re(T_{lm,lm})}{k^2},\]

where \(k\) is the wave number in the background medium.

It is only implemented for global T-matrices.
