Rotation averaged scattering cross section.

The average is calculated as

\[\langle \sigma_\mathrm{sca} \rangle = 2 \pi \sum_{lm} \sum_{l'm'} \frac{|T_{lm,l'm'}|^2}{k^2}\]

where \(k\) is the wave number in the background medium.

It is only implemented for global T-matrices.
